{"id":459,"date":"2011-12-14T16:36:18","date_gmt":"2011-12-14T22:36:18","guid":{"rendered":"http:\/\/slneducation.edublogs.org\/?p=459"},"modified":"2020-11-30T11:14:16","modified_gmt":"2020-11-30T17:14:16","slug":"imhe-what-works-conference-managing-quality-teaching-in-higher-education-mexicali-mexico-5-6-december-2011","status":"publish","type":"post","link":"https:\/\/online.suny.edu\/onlineteaching\/2011\/12\/14\/imhe-what-works-conference-managing-quality-teaching-in-higher-education-mexicali-mexico-5-6-december-2011\/","title":{"rendered":"IMHE &#8220;What Works?&#8221; Conference"},"content":{"rendered":"<p>Managing Quality Teaching in Higher Education (Mexicali, Mexico, 5-6 December 2011)<\/p>\n<p>I had the opportunity to represent SUNY, the SUNY Learning Network and the SUNY Office of International Programs at the <a href=\"http:\/\/www.oecd.org\/pages\/0,3417,en_36734052_36734103_1_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">Organisation for Economic Co-operation and Development<\/a>&#8216;s (OECD) <a href=\"http:\/\/www.oecd.org\/department\/0,3355,en_2649_33723_1_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">Institutional Management in Higher Education<\/a> (IMHE) &#8220;What Works&#8221; conference.<!--more--><\/p>\n<p>OECD (located in Paris, France) is an international organization with 34 member countries from North and South America to Europe and the Asia-Pacific region dedicated to global development and to promote policies that will improve the economic and social well-being of people around the world.<\/p>\n<p>IMHE is the higher education directorate for OECD. <a href=\"http:\/\/www.oecd.org\/document\/40\/0,3746,en_2649_35961291_11083048_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">IMHE members<\/a> are comprised of higher education institutions and ministries from around the globe. The organization is dedicated to institutional capacity building and every five years they focus on three main themes. Two of the themes are particularly relevant to SUNY right now: \u00a0quality teaching and internationalization.\u00a0The IMHE project on\u00a0<a href=\"http:\/\/www.oecd.org\/document\/31\/0,3746,en_2649_35961291_40172831_1_1_1_1,00.html\"><em>Quality in Teaching<\/em><\/a>\u00a0has been exploring how institutions around the world define and support the quality of faculty, pedagogy, learning environments, student support and other determinants contributing to successful student achievement. This project, which began in 2007, culminated with the 2011 \u201c<a href=\"http:\/\/www.oecd.org\/document\/38\/0,3746,en_2649_35961291_40172902_1_1_1_1,00.html\">What Works<\/a>\u201d Conference, held in Mexicali, Mexico on 5-6 December 2011, hosted by\u00a0<a href=\"http:\/\/www.cetys.mx\/\" target=\"_blank\" rel=\"noopener noreferrer\">CETYS University<\/a>\u00a0and co-organized with\u00a0IMHE and\u00a0<a href=\"http:\/\/www.conahec.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">CONAHEC<\/a>.<\/p>\n<p>My participation in this conference was facilitated by <a href=\"http:\/\/www.suny.edu\/system_administration\/global_affairs\/index.cfm\" target=\"_blank\" rel=\"noopener noreferrer\">Mitch Leventhal<\/a>, the SUNY vice chancellor for global affairs, and Jason E. Lane, SUNY Albany associate professor in the <a title=\"http:\/\/www.albany.edu\/eaps\" href=\"http:\/\/www.albany.edu\/eaps\">Department of Educational Administration and Policy Studies<\/a>\u00a0(EAPS) and co-founder of the <a href=\"http:\/\/www.globalhighered.org\/index.php\" target=\"_blank\" rel=\"noopener noreferrer\">Cross-Border Education Research Team<\/a> (C-BERT), who are interested in positioning SUNY as the lead US institution in the IMHE network. Next year (April 12-13, 2012) SUNY is co-sponsoring an international conference on<a href=\"http:\/\/www.oecd.org\/edu\/imhe\/whatworks\" target=\"_blank\" rel=\"noopener noreferrer\"><em> Internationalization for Job Creation and Economic Growth<\/em><\/a> with OECD on the topic of internationalization and higher education.<\/p>\n<p>SUNY representation at the conference in Mexico was an opportunity for SUNY to engage with the organization and further solidify SUNY&#8217;s relationship with them. Conference presentations were by invitation of the conference organizer, IMHE&#8217;s <a href=\"http:\/\/www.oecd.org\/document\/30\/0,3343,en_2649_35961291_42260382_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">Fabrice H\u00e9nard<\/a>. Taking into consideration the theme of the conference, I provided <a title=\"Fabrice H\u00e9nard \" href=\"https:\/\/twitter.com\/\">@FabriceHENARD<\/a> with 2 presentation options and was delighted when he asked if I would consider doing them both. This was a great opportunity to showcase SUNY and the SUNY Learning Network.<\/p>\n<p><strong>Presentation 1: <\/strong><a title=\"Online Learning: Keys to Success of the SUNY Learning Network\" href=\"http:\/\/www.slideshare.net\/alexandrapickett\/online-learning-keys-to-success-of-the-suny-learning-network\" target=\"_blank\" rel=\"noopener noreferrer\">Online Learning: Keys to Success of the SUNY Learning Network<\/a><\/p>\n<p>slides: <a href=\"http:\/\/www.slideshare.net\/alexandrapickett\/online-learning-keys-to-success-of-the-suny-learning-network\">http:\/\/www.slideshare.net\/alexandrapickett\/online-learning-keys-to-success-of-the-suny-learning-network<\/a><br \/>\nhandout: <span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.slideshare.net\/alexandrapickett\/sln-5-key-elements-of-success\">http:\/\/www.slideshare.net\/alexandrapickett\/sln-5-key-elements-of-success<\/a><\/span><\/span><\/p>\n<p>This was a panel presentation expertly moderated by <a href=\"http:\/\/www.mxl.cetys.mx\/noticiassNV.php?elfolio=0000011728\" target=\"_blank\" rel=\"noopener noreferrer\">George Bonilla<\/a>, Academic Director of the <a href=\"http:\/\/www.cetys.mx\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\">CETYS University<\/a> <a href=\"http:\/\/www.cetys.mx\/?page=13\" target=\"_blank\" rel=\"noopener noreferrer\">Tijuana Campus<\/a>. The question for the panel was, <em>How to lead and manage the implementation of quality teaching within the institution?<\/em> And specifically, what technologies foster quality teaching. <a href=\"http:\/\/www.cad.auckland.ac.nz\/index.php?p=staff_research&amp;staff=lstefani\" target=\"_blank\" rel=\"noopener noreferrer\">Lorraine Stefani<\/a>, the director of the <a href=\"http:\/\/www.cad.auckland.ac.nz\/\" target=\"_blank\" rel=\"noopener noreferrer\">Centre for Academic Development<\/a> (CAD) from\u00a0 <a href=\"http:\/\/www.auckland.ac.nz\/uoa\/\" target=\"_blank\" rel=\"noopener noreferrer\">University of Auckland, New Zealand<\/a> joined the panel via videoconference.<\/p>\n<p><strong>Presentation 2: Teaching and Learning in the Cloud<\/strong><br \/>\nFor the second presentation, I worked directly from links posted on my blog. In the presentation I used my own online instruction to initiate a conversation about how to catalyze, support, scale, maintain, and sustain innovative technology-enhanced quality teaching at the institutional level.<\/p>\n<p>links: <span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/etap640.edublogs.org\/2011\/12\/05\/imhe-what-works-conference-managing-quality-teaching-in-higher-education-mexicali-mexico-5-6-december-2011\/\">http:\/\/etap640.edublogs.org\/2011\/12\/05\/imhe-what-works-conference-managing-quality-teaching-in-higher-education-mexicali-mexico-5-6-december-2011<\/a><\/span><\/span><\/p>\n<p><a href=\"http:\/\/www.uoc.edu\/webs\/acerrillo\/EN\/curriculum\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Agust\u00ed Cerrillo<\/a>, the Director of the <a href=\"http:\/\/www.uoc.edu\/portal\/english\/estudis_arees\/dret_ciencia_politica\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Law and Political Science Department<\/a> at the <a href=\"http:\/\/www.uoc.edu\/portal\/english\/la_universitat\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Open University of Catalonia<\/a> (UOC) in Spain led the panel in presentations on bringing<em> Quality teaching initiatives into force &#8211; Using ICT for quality teaching<\/em>, which included <a href=\"https:\/\/plus.google.com\/105322304056618686219#105322304056618686219\/about\" target=\"_blank\" rel=\"noopener noreferrer\">Anita Vir\u00e1nyi<\/a>, assistant lecturer from <a href=\"http:\/\/kp.elte.hu\/\" target=\"_blank\" rel=\"noopener noreferrer\">ELTE University<\/a> in Hungary.<\/p>\n<hr \/>\n<p><strong>My conference reflections<\/strong><\/p>\n<p>The conference began with welcomes and opening remarks from <a href=\"http:\/\/www.wise-qatar.org\/content\/dr-fernando-leon-garcia\" target=\"_blank\" rel=\"noopener noreferrer\">Fernando Leon Garcia<\/a>, president of the <a href=\"http:\/\/www.cetys.mx\/avance\/overview.htm\" target=\"_blank\" rel=\"noopener noreferrer\">CETYS University System<\/a> and of <a href=\"http:\/\/www.conahec.org\/conahec\/index.jsp?lang=1&amp;langResults=true&amp;x=18&amp;y=9\" target=\"_blank\" rel=\"noopener noreferrer\">CONAHEC<\/a>, and <a href=\"http:\/\/www.oecd.org\/document\/1\/0,3343,en_2649_39263238_25598358_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">Richard Yelland<\/a>, head of the Education Management and Infrastructure Division in the Directorate for Education at the OECD, which manages both the Programme on Institutional Management in Higher Education (IMHE) and the <a href=\"http:\/\/www.oecd.org\/department\/0,3355,en_2649_35961311_1_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">Centre for Effective Learning Environments<\/a> (CELE).<\/p>\n<p>The first plenary session of the conference was delivered by <a href=\"http:\/\/www.hku.hk\/vco\/menu\/pvc_tsui_Biography.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Amy Tsui<\/a>, Pro-Vice-Chancellor and Vice-President of the<a href=\"http:\/\/www.hku.hk\/\" target=\"_blank\" rel=\"noopener noreferrer\"> University of Hong Kong<\/a>, in Hong Kong, China, and titled <strong><em>Achieving Quality Teaching in the Context of Overall Quality Assurance Policies<\/em><\/strong>.<\/p>\n<p>Amy started out with the following provocative questions: what is quality? and who determines quality teaching? How is it assessed? Are surveys valid? Are students even able to assess quality teaching? &#8211;and finally, from the professors perspective, <em>&#8220;Why don&#8217;t you just leave me alone?!&#8221;<\/em><\/p>\n<p>Amy asserted that in this discussion of quality teaching there are competing discourses &amp; practices.<\/p>\n<ul>\n<li>quality=large\/comprehensive\/elitist institutions<\/li>\n<li>quality=pursuit of excellence<\/li>\n<li>quality=client (student) satisfaction<\/li>\n<li>quality= course objectives are fulfilled<\/li>\n<\/ul>\n<p>In China, she went on to say there has been a shift from classroom-based quality teaching (QT) to quality assurance (QA) and the conundrum of QT in QA. She said that managing change and QA is a triangulation of quantitative and qualitative data, requiring data transparency, ownership of data, and follow-up-closing the loop.<\/p>\n<hr \/>\n<p>The second plenary session was delivered by <a href=\"http:\/\/herg.mcgill.ca\/Home_.html%20%20\" target=\"_blank\" rel=\"noopener noreferrer\">Alenoush Sorayan<\/a>, <a href=\"http:\/\/people.mcgill.ca\/alenoush.saroyan\/%20\" target=\"_blank\" rel=\"noopener noreferrer\">Professor and Chair<\/a> of the <a href=\"http:\/\/www.mcgill.ca\/edu-ecp\/\" target=\"_blank\" rel=\"noopener noreferrer\">Department of Educational and Counseling Psychology<\/a> at <a href=\"http:\/\/www.mcgill.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">McGill University<\/a> in Montreal, Quebec Canada, &#8211; who reported on the <strong><em>Lessons Learned from the <a href=\"http:\/\/www.oecd.org\/document\/31\/0,3746,en_2649_35961291_40172831_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">OECD Institutional reviews on Quality Teaching in Higher Education<\/a><\/em><\/strong><\/p>\n<div><a href=\"http:\/\/www.oecd.org\/document\/54\/0,3746,en_2649_35961291_42771318_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">Phase one<\/a> of the project (2008-10) was aimed\u00a0at providing an overview of how and why higher education institutions or organizations identify, implement, sustain, reward, disseminate the quality of teaching, and to highlight some drivers and difficulties to be overcome. It was made possible thanks to the collaboration of 29 higher education institutions from\u00a020 countries which provided illustrations on their practice in the field of quality of teaching.<\/div>\n<div>\n<p>Following the Phase 1 <a href=\"http:\/\/www.oecd.org\/dataoecd\/22\/32\/44146968.pdf\">report<\/a> on the quality of teaching in higher education, <a href=\"www.oecd.org\/edu\/imhe\/qualityteaching\/Phase2\" target=\"_blank\" rel=\"noopener noreferrer\">Phase two<\/a>\u00a0 (2010-11) was aimed at helping institutions explore their institutional engagement into quality teaching through individual reviews to:<br \/>\n<span style=\"font-size: small;\">\u2022 Develop and analyze current quality-led initiatives on teaching improvement<br \/>\n\u2022 Investigate the perception of faculty and students towards supporting quality teaching initiatives<br \/>\n\u2022 Further explore the link between teaching and learning<br \/>\n\u2022 Investigate the ways to evaluate the impact of teaching<\/span><\/p>\n<\/div>\n<div>\n<div>According to Professor Saroyan, the definitions of <em>quality teaching<\/em> (QT) are varied and evolving. Local contexts shape the commitment to it and\u00a0 innovative evaluation approaches\u00a0 of quality teaching are needed.<\/div>\n<div>\n<p>The <strong>essential<\/strong> <strong>elements<\/strong> of quality teaching are an institutional commitment where sustained and non linear efforts are necessary There must also be\u00a0 an acknowledged need, evidence of effectiveness of initiatives, and certain synergies. She cited that the <strong>ways to support<\/strong> quality teaching involved providing structures and supports, incentives, curriculum-related projects, quality assurance processes and innovations. She reported that they found a &#8220;yearning for international leadership for quality teaching&#8221;, positioning higher education institutions as dynamic learning organizations with a responsiveness to consequences, and incentives -as common <strong>themes<\/strong> in the Phase 2 reviews. Additional themes included a focus on the requisite competencies of graduates, the multi-dimensional nature of QT, and the dynamic unquantifiable thresholds\u00a0and tensions between corporate and collegial cultures. They found common <strong>drivers <\/strong>of quality teaching at the institutions where they conducted reviews that included internationalization, innovation, relevance to the student (problem-based learning, problem-based environments), equity, rewards, and promotion, dissemination, a shared institutional vision, sustainability, imagination, and those initiatives that were resource-balanced. In short, quality teaching, they found, is a pillar of the institution that supports a culture of evidence and a global awareness with a<strong> focus on students (<\/strong>student engagement, student experiences, timely completion and student success), a\u00a0 <strong>focus on professors<\/strong> (and their 21st century skills, new pedagogies and assessments, ongoing professional development, and continuous improvement). The <strong>required elements<\/strong> for quality teaching are:\u00a0 data on student performance,\u00a0 systematic professional development for faculty, and strong leadership to empower administrators Support networks, knowledge sharing, and research are also required.<\/p>\n<hr \/>\n<p>I had the opportunity to talk with <a href=\"http:\/\/www.flickr.com\/photos\/alexandrapickett\/6464746309\/in\/set-72157628283279521\/\" target=\"_blank\" rel=\"noopener noreferrer\">Fabrice H\u00e9nard<\/a>, and to introduce myself to <a href=\"http:\/\/www.oecd.org\/document\/1\/0,3343,en_2649_39263238_25598358_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">Richard Yelland<\/a>, head of the Education Management and Infrastructure Division (Directorate for Education), and to learn more about IMHE and OECD (<a title=\"http:\/\/www.oecd.org\/department\/0,3355,en_2649_35961291_1_1_1_1_1,00.html\" href=\"http:\/\/t.co\/ycgXecx0\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">oecd.org\/department\/0,3\u2026<\/a><a title=\"#oecd\" href=\"https:\/\/twitter.com\/#%21\/search?q=%23oecd\" rel=\"nofollow\"><strong>)<\/strong><\/a>,\u00a0 and about the AHELO project. I learned that <a href=\"http:\/\/www.oecd.org\/document\/40\/0,3746,en_2649_35961291_11083048_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">SUNY&#8217;s membership in IMHE<\/a> is via the University at Albany, and Richard mentioned the upcoming <a href=\"http:\/\/www.suny.edu\/global\/strategicinitiatives\/oecdconference.cfm\" target=\"_blank\" rel=\"noopener noreferrer\">joint OECD\/SUNY International Conference<\/a> on internationalization for job creation and economic growth <a title=\"http:\/\/www.oecd.org\/document\/38\/0,3746,en_2649_35961291_40172902_1_1_1_1,00.html\" href=\"http:\/\/t.co\/Mu6dNoYf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">oecd.org\/edu\/imhe\/whatw\u2026<\/a>\u00a0during his talk on the IMHE Secretariat.<\/p>\n<div>\n<div>Fabrice presented early results from the The OECD Assessment of Higher Education Learning Outcomes Feasibility study, also known as the <a href=\"http:\/\/oecd.org\/edu\/ahelo\" target=\"_blank\" rel=\"noopener noreferrer\">AHELO project<\/a>. AHELO will test what students in higher education <strong>know and can do upon<\/strong> graduation. It aims to test student and university performance globally. More than a ranking, AHELO is a direct evaluation of student performance. It will provide data on the relevance and quality of teaching and learning in higher education. The test aims to be global and valid across diverse cultures, languages and different types of institutions. Its objective is to asses what undergraduates know and can do upon graduation across diverse countries-languages-cultures and types of institutions. The test will look at: Generic skills common, discipline-specific skills, and Contextual information <a title=\"http:\/\/www.oecd.org\/document\/12\/0,3746,en_2649_35961291_45863116_1_1_1_1,00.html\" href=\"http:\/\/t.co\/dVxn228I\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">bit.ly\/tG7lJl<\/a>. The main study goals are an emphasis on improvement of teaching and learning and to prioritize policy goals between accountability and improvement. AHELO is a <strong>tool for<\/strong>:<\/div>\n<\/div>\n<div>\n<blockquote><p><span style=\"font-size: small;\">&#8211; <strong>Universities:<\/strong> to assess and improve their teaching.<br \/>\n&#8211; <strong>Students:<\/strong> to make better choices in selecting institutions.<br \/>\n&#8211; <strong>Policy-makers:<\/strong> to make sure that the considerable amounts spent on higher education are spent well.<br \/>\n&#8211; <strong>Employers:<\/strong> to know if the skills of the graduates entering the job market match their needs.<\/span><\/p><\/blockquote>\n<\/div>\n<p>Fabrice attended my second presentation and we chatted throughout the conference. He informed me about the upcoming <a href=\"www.oecd.org\/edu\/imhe\/generalconference\" target=\"_blank\" rel=\"noopener noreferrer\">IMHE General Conference 2012<\/a>,<em> Attaining and Sustaining Mass Higher Education<\/em>, September 17-19, 2012 and suggested that I <a href=\"http:\/\/www.oecd.org\/document\/33\/0,3746,en_21571361_47736552_48511009_1_1_1_1,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">submit a proposal<\/a>.<\/p>\n<hr \/>\n<p><strong>Who I met<\/strong><\/p>\n<p>I learned about life in Finland from a self-proclaimed &#8220;unusual Fin&#8221;, <a href=\"http:\/\/www.speakersforum.fi\/images\/uploads\/blog_img\/vesa_taatila.jpg\" target=\"_blank\" rel=\"noopener noreferrer\">Vesa Taatila<\/a>, with the wonderfully enigmatic title of <em>special advisor<\/em> to the president of <a href=\"http:\/\/www.laurea.fi\/en\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">Laurea University of Applied Sciences<\/a>. He is an <a href=\"http:\/\/photos.dancesportinfo.net\/Gallery\/Guest\/11_112337_8184_76872_9fea4142-6d6d-466d-a229-1baebd5fd9d5.jpg\" target=\"_blank\" rel=\"noopener noreferrer\">amazing ball room dancer<\/a> (which we witnessed at the conference dinner), has a lovely wife who is into fine hand crafts, and a son that is into gaming. He does not eat reindeer or salmon, which he says are fed to tourists, he fears most animals, is not depressed, and enjoys British humor, which he attempts often with very amusing results.\u00a0 : ) From Vesa I learned about the upcoming <a href=\"http:\/\/lbdconference.laurea.fi\/conference.html%20%20\" target=\"_blank\" rel=\"noopener noreferrer\">Conference on Creativity in Higher Education <em> Learning by Developing &#8211; New Ways to Learn<\/em><\/a>, which will take place on May 8th &#8211; 11th, 2012, at Laurea&#8217;s Lepp\u00e4vaara unit in Espoo, Finland.<\/p>\n<p>I met <a href=\"http:\/\/www.psy.umontreal.ca\/employes\/BLONDINJean-Pierre.html\" target=\"_blank\" rel=\"noopener noreferrer\">Jean-Pierre Blondin<\/a> and <a href=\"http:\/\/www.radio-canada.ca\/emissions\/lapres-midi_porte_conseil\/2011-2012\/chronique.asp?idChronique=172121\" target=\"_blank\" rel=\"noopener noreferrer\">Roch Chouinard<\/a>, both associate vice-rectors from the <a href=\"http:\/\/www.futursetudiants.umontreal.ca\/2008\/prospective\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Universit\u00e9 de Montr\u00e9al<\/a> I met<a href=\"http:\/\/www.flickr.com\/photos\/alexandrapickett\/6456810333\/in\/set-72157628283279521\" target=\"_blank\" rel=\"noopener noreferrer\"> them with Vesa in San Diego<\/a> and enjoyed the <a href=\"http:\/\/www.flickr.com\/photos\/alexandrapickett\/6456811655\/in\/set-72157628283279521\" target=\"_blank\" rel=\"noopener noreferrer\">road to Mexicali<\/a> with them.<\/p>\n<p>It was interesting to hear from <a href=\"http:\/\/canalc2.u-strasbg.fr\/video.asp?idVideo=10776&amp;voir=oui\" target=\"_blank\" rel=\"noopener noreferrer\">Denis Berthiaume<\/a>, director of the <a href=\"http:\/\/www.unil.ch\/cse\" target=\"_blank\" rel=\"noopener noreferrer\">Center for Teaching and Learning<\/a> from the <a href=\"http:\/\/www.unil.ch\/central\" target=\"_blank\" rel=\"noopener noreferrer\">Universit\u00e9 de Lausanne<\/a>, in Lausanne, Switzerland about about his work and our similar experiences in supporting faculty in technology-enhancing instruction and learner-centered instructional design.<\/p>\n<p>I was very honored to meet Dr. <a href=\"http:\/\/www.khas.edu.tr\/en\/about-the-university\/university-administration\/board-of-trustees\/prof-dr-gulsun-saglamer-member.html\" target=\"_blank\" rel=\"noopener noreferrer\">Gulsun Saglamer<\/a>, the <a href=\"http:\/\/tercih.itu.edu.tr\/itulu-olmak\/gulsun-saglamer.jpg\" target=\"_blank\" rel=\"noopener noreferrer\">former rector<\/a> of <a href=\"http:\/\/tercih.itu.edu.tr\/\" target=\"_blank\" rel=\"noopener noreferrer\">Istanbul Technical University<\/a>, Turkey, and thrilled to learn that she established j<a href=\"http:\/\/tercih.itu.edu.tr\/akademik\/uluslararasi-programlar\/\" target=\"_blank\" rel=\"noopener noreferrer\">oint degree programs and double diplomas<\/a> with SUNY Binghamton, New Paltz, FIT, Buffalo, and Meritime!<\/p>\n<p>I had the most excellent conversations about online faculty development and effective practices in online learning design with <a href=\"http:\/\/www.clase.in\/multimedia\/f\/2011\/11\/1348-m2c.jpg\" target=\"_blank\" rel=\"noopener noreferrer\">Patricia Lecuona Valenzuela<\/a> (and her colleagues <a href=\"http:\/\/mx.linkedin.com\/pub\/oralia-ferreira-casta%C3%B1o\/24\/593\/b\" target=\"_blank\" rel=\"noopener noreferrer\">Oralia Ferreira<\/a> and <a href=\"http:\/\/mx.linkedin.com\/pub\/mar%C3%ADa-eugenia-hern%C3%A1ndez-pardo\/31\/628\/5a8\" target=\"_blank\" rel=\"noopener noreferrer\">Maria Eugenia Hern\u00e1ndez<\/a>), the director of instructional services at the <a href=\"http:\/\/www.anahuac.edu.mx\/\" target=\"_blank\" rel=\"noopener noreferrer\">Universidad An\u00e1huac<\/a>, in Huixquilucan, Mexico.<\/p>\n<p>I had a very enjoyable lunch learning more about the Universitat Oberta de Catalunya (the <a href=\"http:\/\/www.uoc.edu\/portal\/english\/la_universitat\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Open University of Catalunya<\/a>),\u00a0 &#8220;the best online university in the world!&#8221; according to <a href=\"https:\/\/plus.google.com\/115258178346343970337#115258178346343970337\/about\" target=\"_blank\" rel=\"noopener noreferrer\">Julieta Palma<\/a> (my new friend who shares my passion and enthusiasm for the social web and online learning) and my co-presenter Agust\u00ed Cerrillo, UOC director of the law and political science department. Julieta is the, director of the <a href=\"http:\/\/latinoamerica.uoc.edu\" target=\"_blank\" rel=\"noopener noreferrer\">Latinoam\u00e9rican Campus<\/a> of the Open University of Catalunya.<\/p>\n<p>Chile was very well represented at this conference and to my great surprise met and spent time talking with <a href=\"http:\/\/profile.ak.fbcdn.net\/hprofile-ak-snc4\/49142_1270221701_7997_n.jpg\" target=\"_blank\" rel=\"noopener noreferrer\">Aldo A. Ballerini A<\/a>., the <a href=\"http:\/\/www.ubiobio.cl\/vra\/\" target=\"_blank\" rel=\"noopener noreferrer\">Academic Vice-president<\/a> of the <a href=\"http:\/\/www.ubiobio.cl\/w\/?lng=en#Directivos_Superiores\" target=\"_blank\" rel=\"noopener noreferrer\">University of B\u00edo B\u00edo<\/a> in Chile, (who happens to be my friend <a href=\"http:\/\/twitter.com\/marlencitam\" target=\"_blank\" rel=\"noopener noreferrer\">Marlene Mu\u00f1oz Suplevida&#8217;s<\/a>\u00a0 boss). B\u00edo\u00a0B\u00edo, was one of the universities I visited a couple of years ago and where I had the opportunity to address a roundtable of professors in Spanish for the first time!\u00a0 I also had very enjoyable conversations with <a href=\"http:\/\/udp.academia.edu\/SoniaBralic\" target=\"_blank\" rel=\"noopener noreferrer\">Sonia Bralic<\/a> and <a href=\"http:\/\/www.udp.cl\/universidad\/auto_direccion.asp\" target=\"_blank\" rel=\"noopener noreferrer\">Magdalena Jara<\/a>, both from the <a href=\"http:\/\/www.udp.cl\/\" target=\"_blank\" rel=\"noopener noreferrer\">Universidad Diego Portales<\/a> in Santiago, Chile.<\/p>\n<p><a href=\"http:\/\/www.mxl.cetys.mx\/noticias.php?elfolio=0000008694&amp;eldepto=corp&amp;fechabase=1274252400\" target=\"_blank\" rel=\"noopener noreferrer\">Raul Romero<\/a>, a professor of psychology at CETYS, was a very interested attendee at both of my presentations, and was very enthusiastic to learn more about online teaching.<\/p>\n<p><a href=\"http:\/\/personal.strath.ac.uk\/ray.land\/home.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Ray Land<\/a>, currently professor of higher education from the <a href=\"http:\/\/www.strath.ac.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">University of Strathclyde<\/a> in Glasgow, Scotland, attended my presentation and expertly led our working group to identify barriers to quality teaching in their institutions and suggest improvements and examine how to measure effectiveness, progress, and the impact of quality teaching in their institutions.<\/p>\n<p>I met <a href=\"http:\/\/polaris.umuc.edu\/ugp\/prog\/ugp\/faculty_beth\/davis_c.html\" target=\"_blank\" rel=\"noopener noreferrer\">Cynthia Davis<\/a>, the associate dean of academic affairs from the <a href=\"http:\/\/www.umuc.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\">University of Maryland University College<\/a> &#8211; the only other American at the conference, who interestingly enough lived at one time in Schenectady, NY. It was great to get an update from her in her plenary presentation on online teaching and learning at UMUC.<\/p>\n<p>I had a great conversation on the trip back to San Diego about online learning with Cynthia Davis, Gulsun Saglamer, and Associate Professor <a href=\"http:\/\/web.ics.upjs.sk\/ceoi\/Preface.html#mederly\" target=\"_blank\" rel=\"noopener noreferrer\">Peter Mederly<\/a>, advisor to the <a href=\"http:\/\/www.minedu.sk\/index.php?lang=en&amp;rootId=54\" target=\"_blank\" rel=\"noopener noreferrer\">minister of education of the Slovak Republic<\/a> and <a href=\"http:\/\/www.cas.sk\/clanok\/195313\/zmeny-pre-vysoke-skoly-koniec-studia-v-cudzom-jazyku-zadarmo.html\" target=\"_blank\" rel=\"noopener noreferrer\">Libor Vor\u00e1z<\/a>, president of the <a href=\"http:\/\/www.srk.sk\/en\/about\" target=\"_blank\" rel=\"noopener noreferrer\">Slovak Rectors&#8217; Conference<\/a>.<\/p>\n<p>I learned where <a href=\"http:\/\/wwp.greenwichmeantime.com\/images\/europe\/estonia.jpg\" target=\"_blank\" rel=\"noopener noreferrer\">Estonia<\/a> is from <a href=\"http:\/\/www.lote.ut.ee\/440896\" target=\"_blank\" rel=\"noopener noreferrer\">Mart Noorma<\/a>, where he is the vice dean for technical studies and associate professor of technology at the <a href=\"http:\/\/www.ut.ee\/index.aw\/set_lang_id=2\" target=\"_blank\" rel=\"noopener noreferrer\">University of Tartu<\/a>, in Estonia.<\/p>\n<p>I also had the pleasure of meeting and speaking with <a href=\"http:\/\/blogs.sun.ac.za\/hopefulpedagogiessu\/contact\/\" target=\"_blank\" rel=\"noopener noreferrer\">Brenda Leibowitz<\/a>, the director for the center for teaching and learning at <a href=\"http:\/\/www.sun.ac.za\/university\/\" target=\"_blank\" rel=\"noopener noreferrer\">Stellenbosch University<\/a> in Cape Town, South Africa.<\/p>\n<\/div>\n<\/div>\n<hr \/>\n<p>This was an excellent conference, very informative, well-organized and coordinated.
